After almost four years in homelessness, Kesia Studebaker believed she was finally on her feet when she found a job as a restauranteur in a diner, and moved to a house in Greenville.

At first, more than 20 people had been reported missing but by Saturday afternoon, authorities had contacted all but four.

Electricity provider Pacific Gas & Electric said a spark might have been ignited when a tree fell onto 16 of its electrical lines.

StuDebaker, an emergency manager, evacuated as the town of Chester northwest of Greenville lost power and the smoke was so thick it was difficult for people to breathe.
